The Silhouette is an extra-terrestrial creature, created by writer Charles McGrath, that stars in the fan series Doctor Who: The Final Doctor.
The Silhouette leaves a message on a piece of paper for the Doctor and his two companions Jon and Ian saying only one word: "Welcome". Ian later notices that the piece of paper has changed and now says "Welcome Doctor". After the Doctor and Ian leaves the room, Jonathan notices another change on the paper. It now read: "Welcome Doctor. Let the games begin".
